Tampa sets $2M ceiling for surveillance cameras at 2012 Republican National Convention

The first time Tampa priced surveillance cameras for next year's Republican National Convention, officials got sticker shock when the bids approached $5 million.So now the city has trimmed its plans from more than 200 cameras down to about 60. It set a top price of $2 million. And it cut high-tech novelties like helmet cams and unmanned drones from its wish list."All that stuff is very expensive, and we're on a budget, so we're going to have to be more prudent," Tampa police Assistant Chief Marc Hamlin said. "We thought $5 million was way too much to spend, so that's why we had to scale it down and tighten it up."

The city issued its latest request for proposals earlier this month. Responses are due Jan. 18, and the cameras must be in place by July 1.That's because police expect 10,000 to 15,000 demonstrators to converge when the convention meets Aug. 27-30 at the St. Pete Times Forum.In St. Paul, Minn., the site of the 2008 GOP convention, local officials told Tampa police the cameras not only helped them monitor the event but also created a visual record that was useful in the criminal prosecutions and lawsuits afterward.

"So far, it's worked very good," Sgt. Nick Boatman, Owasso Police Department Public Information Officer, said. "Everybody seems to be very happy with the results of it."Boatman says more video from more angles is always a good thing, even for an average traffic stop. Owasso officers also have dash cameras installed in their patrol cars. But, Boatman says, sometimes a dash cam isn't going to pick up a suspect's gun hidden in his pants or pocket. But having the personal recording device on as well can provide clear evidence of the gun, and justification for any action the officer must take because of the weapon.

The idea is to capture video from the officer's point of view, for use as evidence against suspects, as well as to help monitor officers' behavior toward the public.The concept is catching on. The cameras have been adopted by big city police departments, such as Cincinnati and Oakland, Calif., as well as dozens of smaller cities, such as Bainbridge Island, Wash., where the Vievu camera was initially tested by Officer Ben Sias.

"The only thing that really was different about doing business is that I'd tell the person that we're being recorded," Sias says. Sheriff Lee Baca, appearing Tuesday before the Board of Supervisors to report on what he is doing to prevent unprovoked violence by deputies against inmates in the county jails, was urged to speed up the installation of several hundred additional surveillance cameras.Baca, in uniform, appeared alongside a task force of four jail commanders he assigned to reduce the use of force in the lockups.“It is my intent to reduce force to the barest possible minimum,” to ensure that deputies are “not the provocateurs of force, but responders to need,” Baca said.

The use of force to manage the jail population had been averaging 45 to 50 incidents per month, but in October, there were 17 incidents, and only seven of those were significant, he said.The sheriff was forced to take action based on fallout from the Oct. 3 release of an American Civil Liberties Union report alleging the pervasive use of violence, intimidation and excessive force by deputies against inmates. The allegations were supported in part by eyewitness reports from private citizens volunteering in the jails, including a chaplain.

A former top rookie in the department also charged that his supervisor made him beat a mentally ill inmate at the Twin Towers jail and then tried to cover it up, the Los Angeles Times reported. The FBI is also investigating alleged abuses and corruption.The Times cited confidential internal department reports as evidence that high-ranking deputies were aware of the abuse as far back as two years ago, although Baca claimed those reports were not shared with him.“Before they get up to your command, somebody spikes them?” Supervisor Michael Antonovich asked.

Students of Kendriya Vidyalaya (KV) in Kozhikode have forced the management to switch off 16 closed circuit cameras, which were put up in the school recently.On Monday, students staged a protest, a rare instance, demanding the removal of cameras. They also wanted the school to lift suspension on five teachers who had supported students.The agitation forced District Collector P.B. Salim, ex-officio chairman, to intervene and direct the principal to switch off cameras.“We installed cameras to check trespassing and to ensure security within the campus,” said Principal Maya George. She told this newspaper that “the cameras were switched off temporarily on directions of the district collector”.

Tension had been brewing in the institution for the last few days as a section of students and teachers had protested against cameras in class rooms, corridors and even toilets.“Majority of the teachers supported our demand and five of them were suspended due to this,” said Nikhil K, a Class XII student.“We are not thieves or goons to be spied on,” he said. “How could they misuse welfare fund without consent of students and parents?”“We feel it is our duty to protest against the punishment imparted to our teachers for supporting our cause,” said another Class XII student Vishnu Datha.

Students called off their agitation after discussions held in the presence of the district collector who offered to relook into the suspension of teachers. “No action will be taken against students for participating in the agitation,” the collector said.That's Why Should People Use A Cheap Surveillance Camera ?
